ACER holds consultation on the methodologies for creating a common Nordic aFRR Balancing Capacity Market

The methodologies provide the description of common and harmonised rules for the procurement of balancing capacity, as well as the method to determine the value and amount of cross-zonal capacity allowing the exchange of balancing capacity. These methodologies are needed to create a common Nordic automatic Frequency Restoration Reserve (aFRR) Balancing Capacity Market for Denmark, Finland, Sweden and Norway.

The Nordic TSOs submitted legal proposals for a common aFRR capacity market in April 2019, and amended proposals were submitted in December. In February 2020, the Nordic National Regulatory Authorities failed to agree on these proposals and referred them to ACER for final decision.

In order to make an informed decision, ACER welcomes comments and views from the interested stakeholders by 20 May 2020, 23:59 hrs (CET).
