To ensure that the Nordic capacity markets for aFRR and mFRR are as efficient as possible, the Nordic TSOs are changing the implementation of indivisibility, such that the utilization of indivisibility is more explicit.
Back in March 2026 the Nordic TSOs informed about this in the news Coming changes to the bid submission for the Nordic aFRR and mFRR capacity markets.
The Nordic TSOs have now settled on a final implementation date for the change where The Indivisible Bids Allowed attribute will be removed. As a consequence, the bid attribute Minimum Quantity will be mandatory for every bid. You can find more specific information in the updated Implementation Guide for the Nordic FFR balancing capacity market.
The change will be carried out on the 24th of November 2026, applicable to the operational date of 25th of November 2026. From this date all bids will be considered divisible. If it is necessary to submit an indivisible bid, this can be achieved by setting the Minimum Quantity equal to the offered quantity.
It will be possible for BSPs to test the new implementation in the normal test environment from 15th of September 2026. The TSOs encourage all BSPs to make sure to test submitting bids and receiving market results through all bid submission channels being used, i.e. manual entry via user interface as well as bid submission via file upload and ECP.
